NEAB and NHE Sign MOU to Strengthen Namibia’s Property Sector and Improve Access to Housing!

The Namibia Estate Agents Board (NEAB) and the National Housing Enterprise (NHE) officially signed a Memorandum of Understanding (MOU) on Tuesday, 12 May 2026, marking an important step towards strengthening Namibia’s property sector and improving access to housing.


The signing ceremony was attended by Mr. Festus Unengu, Chief Executive Officer of NEAB, Mr. Gisbertus Mukulu, Chief Executive Officer of NHE, executives and staff members from both institutions, as well as members of the media.


Speaking at the ceremony, Mr. Unengu expressed NEAB’s appreciation to the NHE team for their partnership, vision and commitment to collaboration.


“This MOU is more than a document; it formalises our joint commitment to strengthen Namibia’s property sector,” said Mr. Unengu.


Through the MOU, NEAB and NHE will work together to promote ethical and professional property sales, build capacity within the sector and improve access to housing. While NEAB regulates the estate agency industry in Namibia and NHE delivers housing solutions to the nation, both institutions share a common goal: creating a fair, transparent and thriving housing market that serves Namibians from all walks of life.


Mr. Unengu also highlighted NEAB’s ongoing transformation into the Property Practitioners Regulatory Authority (PPRA). The new authority will broaden regulatory oversight to include additional role players in the property industry who are currently not regulated, such as property developers, property managers and auctioneers.


“This is an exciting development for the sector, as it will support improved education, training and regulation across the broader property industry,” he noted.


NEAB also extended its appreciation to the legal and technical teams from both institutions for their diligence in finalising the agreement. Their work has laid the foundation for a partnership focused on practical implementation and measurable impact.


Mr. Unengu emphasised that the signing of the MOU is only the beginning, stating that both institutions are committed to immediate implementation and to finalising an implementation plan that will deliver results for Namibians.


“The Namibian people deserve results, not just promises,” he said.


The partnership between NEAB and NHE is expected to contribute to a stronger property sector and support the broader national objective of enabling more families to access housing.
